Meet the MARSTE Training Services Team

Mary Hubbard – MAeD *LAADC
Owner/Executive Director

Mary Hubbard and her team provide services such as clinical supervision, vocational education, CEU training, consultation, recovery coaching and student support with a specific focus on Substance Abuse, Developmental Disabilities and Co-occurring Disorders. Mary is a CA licensed alcohol and drug counselor (LAADC), an International Certified Clinical Supervisor (ICCS) and an International Certified Prevention Specialist. In addition, Mary has a Masters in Higher Education and has a Bachelor of Science degree in Human Services.  Mary is a big proponent of person-centered care in which the participant is highly involved in the process, whether it is training, education, intervention or one-to-one services. Mary believes that healing, growth and change can and will develop from a trusted therapeutic relationship.

Annie Johnson
Director of Education Services

In this role, Annie manages the enrollment, scheduling and administration of MARSTE’s Education Services. This includes oversight of all approval and renewal dates for the school and continuing education. Annie’s talents are evident in her development of new curricula, marketing materials, and program design. Since joining MARSTE, she successfully grew the course catalog to include courses in prevention, clinical supervision, and motivational interviewing. Her efforts speak to her alignment with our mission to provide standardized, high quality, evidence-based curriculum and education to our students at a reasonable and workable cost of tuition. Annie enjoys watching new students start their first course, and later become a highly effective and empathetic SUD counselor serving the recovery community. Annie completed her Bachelor of Liberal Arts and Sciences at San Diego State University.

Richard Tuthill – LAADC
Chief Operations Officer



Richard Tuthill is the Chief Operations Officer for MARSTE Training Services. His roles includes managing the recovery coach contractors and overseeing the entire case load of regional center clients. Richard is also a school administrator for MARSTE SUD certification program. Richard also organizes and facilitates trainings and AOD programs around the county. Richard has 15 years of experience in the field of substances abuse treatment and is LAADC certified. Richard has worked with teenagers, adults, and individuals who suffer from developmental disability. Richard is experienced in Medi-Cal policies, file reviews, and ASAM.

Vilma Scarlett
Operations Manager

Vilma Scarlett manages the day-to-day operation of MARSTE’s headquarters, and execution of administrative functions for finance, human resources, purchasing and coordination of our Recovery Services team. Vilma is fluent in English and Spanish and provides translation services as needed for our students and clients.
